They take toilet paper theft very seriously in some small New Zealand towns.

    It must be the 2 ply instead of the usual thing stuff that is in some shopping centre toilets!
    I wonder who has the important job of being the key holder.

    While i've never seen it chained, i have known of places that must keep the restrooms locked to prevent theft of all the supplies.
